This was supposed to be in the pull request,
but was not included by mistake.

Move complaint tests from singleItemTender into singleItemTenderComplaints; improve PEP8 compliance

Two test cases were moved into singleItemTenderComplaints and one
was already there.
Four more were dropped since they are same as first two.

Improve mechanism of broker and role selection; minor changes in formatting

This change introduces an ability to select
current broker and role independently.
