remove `Можливість знайти тендер по ід`
change `Можливість активувати другий етап` to  `Активувати тендер другого етапу`
remove third empty line in contract_signing
include library  BuiltIn
add `for` in suite `Порівняти другий етап з перший`

Now is used Robot Framework keyword `Get File`, so it is redundant

Add ${doc_id} variable and get_id_from_doc_name function.
Use updated `create_fake_doc` function.
Use better names for variables.

Because it was working properly only for Quinta broker

Replace `intervals`, `number_of_items`, `number_of_lots` and `meat` with
`params` in arguments of corresponding functions/keywords

In order to have possibility to compare dates with accuracy passed in
human-readable format

Because parse_date kills offset.
