Return path to created file, basename of created file and content of
created file instead of name of created file (and path to it at the same
time). It is made in order to delete file after uploading and save all
useful data in Robot Framework variables.

Because that field will be required soon in limited procedures

Complaints

Replace `intervals`, `number_of_items`, `number_of_lots` and `meat` with
`params` in arguments of corresponding functions/keywords
Add test_feature_data function

Also minor cosmetic changes

As variable to complaints, openProcedure and aboveThreshold test suites
And to all necessary keywords

Add `number_of_lots` and `meat` to parameters of test_tender_data_openua
Add tags to control openProcedure suite flow

Because broker DZO can't display so many digits
This must be changed back in few months

 * A comment in op_faker.py was slightly changed.
